The Return Certificate can be issued by the Latvian Honorary Consulate General Office in Jakarta if the person requesting it, while visiting Indonesia, has lost his/her travel document issued by the Republic of Latvia (Latvian Passport) or if the document has been stolen or has become invalid for further use.
The Return Certificate is a temporary travel document which assures the identity of a person under the jurisdiction of the Republic of Latvia and replaces the travel document (passport or ID card) issued by the Republic of Latvia.
The Return Certificate gives its holder the right to cross the Republic of Latvia's border only when returning from abroad.
In extreme situations, the Return Certificate can be issued within 24 hours. The validity of the Return Certificate is 30 days.
To receive a Return Certificate, these documents must be submitted to the Honorary Consulate General of the Republic of Latvia in Jakarta:

Purpose of payment: VA2, first name, surname, return certificate
IMPORTANT! Please do not forget to include the two letters "VA" and the number "2" in the field “purpose of payment”.
The Honorary Consulate General of the Republic of Latvia in Jakarta can accept payment in local Indonesian currency (IDR) for further payment transfer to Valsts kase.
Please note that the return certificate is valid only for one (1) month from the date of its issuance. The completed application form and a digital passport-size photo can be emailed to the office of the Honorary Consulate General of the Republic of Latvia in Jakarta - [email protected]
VALIDATION BY INDONESIAN IMMIGRATION
Upon issuing the return certificate, the holder must sign it and bring it to the nearest Indonesian Immigration office to be stamped and validated. It is recommended that you do this as soon as possible before departure. The Immigration stamping will check and validate your arrival in Indonesia and stamp on the return certificate. It is important to get this stamping, as otherwise, you will not be allowed to leave the country only using the return certificate issued to you.
When going to the airport for departure, please also bring the police certificate about the lost passport and the return certificate already stamped by immigration.
ARRIVING HOME IN LATVIA
After leaving Indonesia and arriving in Latvia, the person holding the Return Certificate must submit it to the Office of Citizenship and Migration Affairs (OCMA) of the Ministry of the Interior of Latvia based on the last registered permanent residence place and must then apply for a new passport of the Republic of Latvia.
